DISASTER IMMINENT
Very few regions of the globe have exhibited a disaster-free existence. Whether the event is classified as natural or unnatural, most areas are not immune to potential harms.
One of the key attributes that separates the "first world" from the "third world" is the developed countries' ability to provide early warnings of pending harm upon the life and property of its populace. Once a warning has been issued, it then becomes imperative to seek an appropriate shelter to withstand the impending threat. Ideally, the location and shelter should be versatile enough to provide multiple benefits from the potential harms of tornadic winds, fire, flooding, seismic activity and atmospheric contamination. Addressing these concerns early (pre-event) has historically proven to be a prudent and wise means for saving human life.
The recent hurricane damages from Isabel (2003) and Katrina (2005) exposed considerable plan deficiencies in many of the United States' so-called developed infrastructures and have since prompted a forced renaissance of sober thought regarding proper and adequate disaster-response modeling for the future. This enormous task and responsibility has repeatedly shown itself to be insurmountable by any one government, department or agency and will continue to require the innovative and unrestrained efforts of a dedicated and prepared civilian response.
Civilians tend to be the largest and most imperiled populace during a catastrophe; therefore the civilian disaster response must be viewed as an extension of the innate right and accepted responsibility of self defense. This renewed posturing of self defense should continue overtly to include man's protecting himself from the environment of man as well as from any despotic fellow inhabitant or system promulgating enslavement or intentional malice. Societies which do not respect the God-given sovereign right of man's self defense and protection systematically and programmatically corral man for disaster and mass extermination.
